floods can happen in just about any area of the country. Even cities that get very little rain like Los Angeles, Phoenix and Las Vegas are very pron to flooding. These areas flood because of excessive amounts of rain in a very short period of time, also know as flash floods. These areas have very large water shed areas and when it rains hard the water has nowhere to go but to flow downhill. Los Angeles gets very little rain but gets a lot of wild fires. Once the grass has burned away the area becomes a good candidate for mud slides and floods.
In the southern part of the country in rains often and there is plenty of vegetation to soak up the water. The reasons places like Mephis and Nashville flood is more about what happens miles north of there. Just about all of the rain that falls in the mid west comes down the Mississippi River. If it rains really hard for several days after the river is already full you have a flood on your hands.
Up north a common reasons for floods is freezing weather and snow. If snow builds up over several months and then a spurt of real warm weather comes in you can have some floods. Also if it has been very cold for some time and then it warms up and rains often the ground is still froven and water has nowhere to go. Freezing weather can also cause pipes to burst and cause flooding.
